Apparently, you have to have a race to begin with, or you don't get to choose.

Only existing race characters are given an option to pick a class at this time.

As each race is reconstructed and implemented, the ability to make a character of that race, and pick a class, will be added in.

Once all races are added, any human character will be given the option to change to a race, if they so choose.

But there are lots of things to do before races are added back in, so don't expect to see the first one for a month or so.
