he's talking about tooltips, little popups over items that give more info.
And no, currently its not a bug, they're just not in.
when they go in it'll be based on skill usage (itemid, arms lore, forensics, taste id, etc)

And what must I do now with it I can see that ?

Drakkar go to options and go to where u can make your window bigger or w/e and u can see a option saying Switch to 565 color mode that buying menu happends when that is checked.
