From what I understand, not unless the master vampire gives you the right to. Until then, only the master can turn other vampires.

The master has to give you the power to sire. Im pretty sure thats what i read bob post.
He also stated that if the bloodline member sires than the member becomes stronger and the master.. (power is split) But if master is smart he stays the only sirer and gains 100% of the power.

This should be fixed, i think that vamps should be able as soon as they are in the bloodline, to create a splitted bloodline, or otherwise OBVIOUSLY, the master will NEVER allow lower members to split the bloodline..

The master can sire and those who he gives permission to sire.

Incorrect. Both the member, and the master become stronger. There is more total power gained than if just the master had sired. So while a master can be greedy and be the only sire, he risks the destruction of his bloodline if he dies. He also has a weaker bloodline to protect him, as he is not helping any of the ones below him get powerful as well.

We still do not know the definition of 'Powerful' yet. ^^
