Races have been (afaik, temporarily) disabled due to a number of balance, tweak and bug/exploit issues which need to be fixed before they can be reintroduced.

The bonus skill cap points for 'vet' characters (older than 6 months) are an entirely separate system - and are available to human characters just as much as the alternative race characters.

As for STR,DEX,INT locks (or indeed skill locks) I asked the exact same question myself when I was new here. As has already been discussed, you cannot lock stats or skills on Obsidian because their are various trades that sell products to remove the stats/skills you don't want. It is a vital part of the unique economy we have on this shard.
