This picture is intended as a JOKE, because yes - Yoda is funny. Not because I actually think it is wrong to speak another language - I know how sensitive some people can be. In fact, I do actually regret the fact that I am not multilingual, and I respect highly the many players we have who can sometimes speak 3 or more languages fluidly.
