Allright, well...
Me, and they are a bitch.
You have to find a GM Cartographer, and as you can see from vic's lovely stat pages, there are none. The last one left a year ago. So you can't right now, you will be able to in about a month or so when there are some GM cartographers.

it went like a plainly drawn, expertly drawn, adeptly drwn, cleverly drawn, deviously drawn, Ingeniously Drawn, level 1-6.

Ours aren't so nicely labeled. Try deciphering it and if you fail it'll tell you what you need minimum.

Keep in mind once you decifer the map make sure you have A. a good miner with you to help dig it up, B. I think you also need a good lockpicker to open the chest, C. a team of people to kill the monsters who will be defending the treasure.
On a side note once I'm done with Despise and Covetous respawnings I plan on re-doing a lot of chest and treasure map chest loot. I know the prospect of chest loot sounds good to duo since he's the ONLY gm lockpicker on the shard.

from other shards the chests are traped and monsters can spawn on either digging up or opening the chest, is it the same here? just curious.

That is one of the things you are supposed to find out
The treasure maps have been there quite some long time, but im not sure if anyone ever have opened a treasure chest.

Is there a set time limit to get the map after it is decoded? And what skills are needed for a treasure hunter?

Yes. What that time is I don't know and if I did know I wouldn't spoil it for you.
As far as skills if I personally made a treasure hunter it would be the following:
Vampire Rouge (Treasure hunter variant):
GM Lockpicking
GM Mining
GM Cartography
GM Hiding
GM Stealth
GM Snooping
GM Stealing
Vampire Rouge (Assassin variant):
GM Lockpicking
GM Cartography
GM Hiding
GM Stealth
GM Fencing
GM Tactics
GM Poisoning
I think maybe any left over points I'd throw in some detect hidden. Oh and yes I know snooping and stealing is non existant on the shard but who knows maybe we'll script it in the future and I'd leave those points available for snooping/stealing.
