Ya, they bought the whole LOTR license from Vivendi and the game is being made entirely by Turbine now. It was supposed to be released later this year, but they pushed it back after they got sole ownership. Summer of 2006 is my guess, but Christmas 2006 is likely.

I've been waiting for this game since early 2004...and it's the only reason I started playing Obsidian. I started playing Obsidian as a time-filler for a few months until this game was released.
