If it was a game feature it would make it impossible to damage from a safe zone. so that both sides can be hurt.
Since one side can damage and one side can't, and it was used specifically to pvp, it's a bug.
The same would be said if you lured monsters there and PvM'd them since they can't hurt you back.

I'm not arguing safe zones are illegal, i'm just pointing out that using safe zones to damage someone when they can't hurt you back in PvP is bug abuse.

Gm bob jailed me when i was victim rez kills by mistake... the problem is that I page about rez kill and my chest that unsecured stoled no reason bugged and my vendor killed that I lost all he was holding + cash... And I got jailed by mistake...and released after 20 min jail... Why he didnt come help me and give me back what bugs stoled me....

Then I get a 10 sec lag when I went to click macro stone he removed me an other 50 hrs even if I logged within 1-2 sec after it disconnected me...

Now Gm bob Laugh at me and remove me 100 hrs necro training because rules he just invented...

Ok no offense to you silk, but I wouldnt trust silk... he's abused loads of bugs and is always on the wrong side of the law. Yes raptor was using an advantage, but should he be punished for something as little as that no. Why wouldn't the other player just run into the shrine with him. Ive heard about the shrines effects for a long time, never thought it was a bug.
