I am trying to place a house. It is barren and flat...yet it will not place. There are not many places better than the one I have chosen. You spend one heck of alot of gold on a house...you expect to be able to place it.
Even if the ground is bumpy...ever hear of a bull dozer?

bull dozers wherent invented back in these times!
Its also not a bug if the land is all rigidy, so unless the place is completely perfect for placement, this isnt a bug, more so a suggestion

The ground was flat.
I bet when they built the pyramids they said hey! The ground is ridgy...better go somewhere else! Nope, those ancient people were able to flatten ground and have been able to long before our 'bull dozer' ever was thought of. Same with the Mexicans...and if they can do it, anyone can...too many siestas gets nothing done!
Anyways, house was placed if slightly different from where I wanted it....but it all works out.
