Well guildstones can be moved anywhere. Normaly i wouldent mind but it can be used to block peoples doors from entering there house.
Here is an example of what i mean (aka vesper bank recruit me to get it more members, not me abusing)

elaborate on how you're doing it? Because i couldn't replicate in testing via normal moving or the menu. |

Well its because when i click my guildstone it says [Locked down] I click other guildstones there not locked there just placed. |

ah well i went there to try and move it like you said but moving guildstone option seems to be gone. |
