I think the guards need to be updated a bit.

When they are called on someone, they'll attack a few times, and usually top. Its very easy for someone to escape a guard.

I was just running around in Vesper, and the guards couldn't touch me, every attack would miss, and I wouldn't be jailed.

Just thinking they need a slight adjustment.
