Well hidy ho, I went to Wind and trained up a bunch of skills, and while i was there, I cast necro spirits to defend myself and then they attacked a shopkeeper and i got flagged as a criminal! (no big deal). Another enemy spawns and 1 shots me (damn necro double damage!!!!).
I elect to resurrect via the convenient 1/d option without penalty. When I ressurect,
I find that I am now unable to cast any spells from my necromancer book. I get the message that
the spell is not in your spellbook...
If anyone knows how to solve this problem please let me know...

Go back to town and died again, re res yourself infront of an ankh. That should fix all problems.

It's because you have a wizard spell book and a necro spell book. Try changing the order of them in your backpack and then cast away. You can even remove the wizard spell book for the time being if you only intend to cast necro spells.
Basically: Pick up your necro spell book and put it down again into your backpack.

find an area by yourself and drop the necro book on ground pick it back up that should do it
