Since hes like a fencer/mage what would be best?
Parrying or tactics.
Can't learn em both because i have a limit on what skills to learn.

Well I dunno, probably go
Fencing
Magery
Resist Spell
Tactic
Parrying
Anatomy?
Meditation
that comes up to 700, and human only have like 600.
So what you suggest then. I can't come up with anything.
Then I'll also need eventually once I get my char going, plenty of -DEX pots.

Using fencing if you don't want the dex is pretty pointless. Fencing's whole attraction is the fact that you can hit fast.
Try using mace or just wrestling

On your list dude, you dont need to be GM meditation and you dont need GM resisting spells. Know that fencing will get ur dex up to 90. So a fencing tank is quite ok dude. Your layout is good. It all comes down to you

Just the fact that I don't need Dex, which means I would need plenty of money for - Dex pots

I would drop anatomy...it gives a huge bonus to healing, but only a gives you a damage modifier between 0 and 10 points per hit at GM...an average of 5 exra points per hit is not worth spending 100 skill points, IMO.
I would try for something like this:
Fencing.....GM
Tactics......GM
Parry........GM
Magery.....GM
Resist.......GM
Med..........GM
poisoning...50ish..or until you overcap

Nope Nope Nope Nope all wrong.
First off the bat, meditation is useless without GM eval int, it fails too often. So unless you taking eval int forget meditation. Although meditation with a warlock warmage with 0 eval in would be good as GM med = 30 mins enchants.
GM res spells is the best thing in the world, strive for it with Vigour and earnest.
I remember fencing also taking you to 100 dex....
