Well I'm guessing that since he's your brother you're using the same IP? If you need the account soon, I'd suggest you asking a friend to create it for your brother as you will get it probably fairly quick. If you have no one who can create it that way, PM BB or possibly CV (as he's in contact with BB semi frequently) they can create it for you.
