C++ is not a program, it's a programming language. You have 2 options: Either download a C++ compiler, which you'll find for free. Or you can buy a developer suite, with loads and loads of tools. If you download a compiler, you may write your programs in wordpad, notepad, word, textpad or something similar.

Well considering you are so new to this you probably shouldn't start with GNU, start with http://msdn.microsoft.com/visualc/vctoolkit2003/ (MS Visual C toolkit) This contains your compiler and samples and libraries... just hit the link for more info. It's free of course. Also free is "Crimson Editor", a good code text editor I use.

As far as visual studio... that's probably more tools and extra crap than you need, it will just get you confused even more. And the only free version of that is (was?) this beta from MS... which I really didn't like after I went through all the trouble to get the MS SDK and the beta itself.

You don't need to even be thinking of "buying" any packages to work with C++ as you learn the logic.
