Player A was invulnerable due to the map area.
Player B was not due to being outside the map area.
Player B attacks player A.
Player A then attacks player B, while player B cannot hurt player A.

Player A is being tried for being guilty of purposefully abusing a bug in PvP to safely hurt others while being unhurtable.

The administration believes that this is an obvious bug, and due to it's deliberate use in PvP should not have required a warning.
The administration believes this is reinforced due to line 21 of the rules which state:
"General Rule of Thumb: If you have to ask yourself if it is legal, it probably isn't."
Which is used to inform players that if a bug is obvious due to common sense, then they are expected NOT to abuse it, and instead if they think it MIGHT be a bug should ask staff before ANY use of it.

The administration also believes that an important part of this case is the fact that player A attacked back deliberately.

The administration believes that you should not need to be told a bug is a bug, and that some bugs are obvious.
IF you can attack someone and they can't hurt you back, it's pretty obviously a bug.
If you then use that to pvp them without risking death, then you are bug abusing.
Bug abusing is against the rules.
