I think donater area should not be able to have guards called on em. Since the portal is in red RC chamber.
Id also like to add that serpant hold should not have areas that are able to mark, the whole dock over there is markable. Rest of island is not.

Also no one should be able to recall there. Mayeb ahve an add on on the anks and have people that have access can get there through the ank
